the overnight news from afghanistan is sober. at least 15 afghans by some counts are dead, and more are wounded after an american soldier went on a shooting spree. it happened in khandahar province just a short distance from the u.s. military base where villagers stood in silent shock this morning when officials collected bodies and tried to sort out what had happened. cbs news correspondent mandy clark is in kabul this morning. mandy, what have you been able to find out? >> well, we understand the american soldier left his remote base in khandahar province this morning around dawn. he went house to house shooting villagers. according to an afghan official in one home he killed 11 civilians including women and children. he has been detained and an investigation is ongoing. >> schieffer: do we have any idea what prompted this? >> no. american officials have been asked what caused the attack to happen. there is no indication what the motivation could be. they haven't made any links to the victims and the soldiers so it's very uncle

it is arguably much more difficult in afghanistan. is it realistic to even think about doing a troop drawdown next summer? >> i think it's realistic. indeed i think it'swise to do a troop drawdown. we shouldn't bank on creating a strong central miss or military. i would think much more about arming the locals, various tribesmen and so forth. that's the nature of afghan territory. or afghan society. i would also think about talking directly to the taliban. i don't assume and i don't understand why the administration assumes that if elements of the taliban regain footholds in afghanistan as they surely will. why do we assume they are necessarily going to make the same decision they did last time and bring back al qaeda? it's quite possible that many of the taliban can be persuaded not to get back into bed with al qaeda. that ought to be something we explore. >> smith: the part of that partnering up again with the taliban brings the fear of the kind of ruthless rule that pervaded there for the longest time. everyone saw the picture of "t

not only in afghanistan but in pakistan as well. you do get the impression that the administration at least some in the administration are trying to distinguish between al qaeda and the taliban. well, they are different. but they are inter-connected. we know that when the taliban was in charge in afghanistan, al qaeda was allowed to operate freely. we know they launched the 9/11 attack from there, planned it and launched it from there. i think the smart thing to do here-- and i hope this is what the president is going to do. if he does i think he'll have broad support-- is to listen to general petraeus and general mcchrystal. they were highly successful with the kourpt insurgency counterinsurgency strategy in iraq. most people think that's the best chance to succeed in afghanistan. of course in pakistan. you can't completely kprat the two. they're inter-connected in terms of the threat the taliban pope... poses in both countries. >> schieffer: general mcchrystal has come back and said in order to stave off failure, he may need 40,00
